Filing your taxes in Germany as a foreign trainee feels intimidating at first — a new country, a new language, and a government portal that nobody warned you about. ELSTER (short for Elektronische Steuererklärung) is Germany's official online tax portal, and once you understand how it works, it becomes one of the most useful tools in your financial life here. This guide walks you through setting up an ELSTER account as a foreign trainee, choosing the right login method, and filing the forms that actually apply to you.
ELSTER is the German tax authority's free online platform for submitting tax returns, viewing tax notices, and communicating with your local Finanzamt (tax office). Every employed person in Germany — including Ausbildung trainees — pays income tax automatically through payroll. But in most cases, you're entitled to a refund, and ELSTER is how you claim it.
As a trainee, your gross monthly stipend typically ranges from €620 to €1,200, depending on your industry and year of training. After income tax, health insurance, and social security deductions, you take home significantly less. A tax return filed through ELSTER can get you back anywhere from €200 to €900 per year, especially in your first year when you have setup costs (tools, work clothing, travel to your training company).

You can register on ELSTER at www.elster.de before or shortly after you arrive in Germany. Here's exactly what to do:
ELSTER sends a physical letter to your registered German address containing an activation code. This usually arrives within 5–10 business days. You cannot complete registration without this letter, so make sure your Anmeldung address is correct before you start.
Once you enter the activation code online, ELSTER generates your personal certificate file (a .pfx or .cer file). Download this immediately and save it in at least two places — your laptop and a USB drive or cloud storage. This file is your digital identity on the platform.
This is the question most foreign trainees get confused about, and the answer is straightforward.
The certificate file method works for everyone regardless of nationality. After you complete the ELSTER registration process described above, you download a .pfx certificate file and create a password for it. Every time you log in, you upload this file and enter your password.
This is the method 99% of Moroccan trainees use, and it works perfectly.
Germany's Personalausweis (national ID card) has a built-in chip that can authenticate you on ELSTER using a card reader and the AusweisApp2 software. However, this only works with the German ID card or an EU/EEA national ID card with an eID chip.
As a Moroccan citizen, you hold a Moroccan passport and a German residence permit (Aufenthaltstitel). Neither of these works with the ELSTER ID-card login. Stick with the certificate file method.
Since 2022, ELSTER also supports login via its ELSTER Authenticator app (available on iOS and Android), which you can link to your existing certificate file account for two-factor authentication. This is optional but recommended once your account is active.
Once you're logged in, you'll find yourself in the "Mein ELSTER" dashboard. The main thing you'll do here is submit your annual Einkommensteuererklärung (income tax return). In Germany, the tax year equals the calendar year, and you have until 31 July of the following year to file (e.g., your 2024 return is due by 31 July 2025, or 28 February 2026 if a tax advisor files it for you).
Click "Formulare & Leistungen" → "Alle Formulare" → "Einkommensteuererklärung" for the relevant year.
Anlage N (Einkünfte aus nichtselbständiger Arbeit) is where you report your training income. Your employer sends you a Lohnsteuerbescheinigung (annual wage and tax certificate) by late February each year. You enter those figures directly into Anlage N. ELSTER pre-fills some fields if your employer has already submitted data electronically — check for the "Daten abrufen" (retrieve data) option.
Key fields in Anlage N for trainees:
Example: You commute 25 km each way to your training company, 220 days a year. Your deductible commuting allowance (Entfernungspauschale) = (20 km × €0.30 + 5 km × €0.38) × 220 days = €2,057 per year. That alone likely wipes out most of your taxable income.
Anlage Vorsorgeaufwand covers insurance and pension contributions (Vorsorgeaufwendungen). As a trainee, you pay into:
ELSTER pulls most of this data automatically from your Lohnsteuerbescheinigung, but you should double-check the figures match your payslips. Errors do happen.
If your laptop crashes and you haven't backed up your .pfx certificate file, you lose access to your account. You'll need to re-register from scratch, which means another postal letter and a 10-day wait. Back it up immediately after downloading.
ELSTER sends the activation letter to your Anmeldung address. If you've moved and haven't updated your registration, the letter goes to the old address. Always complete your Ummeldung (re-registration) at the Bürgeramt first.
Some trainees start registration without having their Steuer-ID yet. Without it, you cannot register on ELSTER. Apply for it at www.bzst.de or ask your Finanzamt in person — bring your passport and Anmeldebescheinigung.
Many first-time filers complete only Anlage N and miss Vorsorgeaufwand entirely. Those insurance deductions can reduce your taxable income by €2,000–€3,000 per year. Don't skip this form.
If you miss the 31 July deadline without filing an extension request, the Finanzamt can charge a late fee of up to 10% of your tax bill, minimum €25 per month of delay. Set a reminder in January each year to start gathering your documents.
After you click "Absenden" (submit) in ELSTER, you receive an electronic confirmation immediately. The actual Steuerbescheid (tax assessment) arrives in your ELSTER inbox within 4–12 weeks, depending on how busy your local Finanzamt is. Cities like Berlin and Munich tend to be slower; smaller cities like Erfurt or Freiburg are often faster.
If the refund amount is lower than you expected, you have one month to file an Einspruch (objection) directly through ELSTER. You don't need a lawyer for this — just explain which deductions you believe were miscalculated.
Setting up your ELSTER account as a foreign trainee in Germany is a one-time task that pays off every single year. Use the certificate file login, keep that .pfx file backed up in two places, collect your Lohnsteuerbescheinigung in February, and file Anlage N plus Anlage Vorsorgeaufwand before the July deadline.
